I wish for the policy to change so that the penalty is applied in such a way that the offender is penalized 50% and the vehicle 50%.

It would be a good deterrent also for Uganda to introduce a point system alongside the penalties. Where traffic offenses are tracked on the drivers driving permit.
Similar to the “United Kingdom totting up procedure – where accumulating 12 or more penalty points within a three-year period leads to disqualification.”
Otherwise, in our current system, it seems as though offenders are getting away scot-free.
